دعوة لتقديم طلبات لمنحة: “حراك نسوي من أجل التغيير في سوريا”

تمويل لمنظمات المجتمع المدني السورية ذات قيم نسوية

مقدمة

تسعى رابطة النساء الدولية للسلام والحرية إلى دعم الحركة الشعبية اللاعنفية من أجل المساواة والحرية والعدالة في سوريا. وتحقيقاً لهذه الغاية، تدعم الرابطة جهود المجتمع المدني الرامية إلى إيجاد حل سلمي وعادل للنزاع، يقوم على احترام ونيل حقوق الإنسان وحقوق النساء وتحقيق مشاركتهن الفعالة في جميع جوانب الحياة. وتلتزم الرابطة بنهج قائم على الحقوق لتعزيز أجندة السلام النسوي[1] في سوريا. ويشكل دعم المجتمع المدني السوري في بناء حراك نسوي واحداً من ثلاثة مسارات متوازية[2] نعمل من خلالها على تحقيق هذا الهدف.

أجرت الرابطة في عام ٢٠١٧ تقييماً معمقاً للاحتياجات والتحديات والأولويات الحالية لعدد من المنظمات السورية العاملة على النهوض بحقوق النساء. بيّن التقييم أن هذه المنظمات قد عقدت العزم على تطبيق مفاهيم النوع الاجتماعي في عملها، وكذلك في المجتمع المحلي، وحققت إنجازات جديرة بالثناء بالرغم من كل الصعاب. غير أن تحديات انعدام الأمن ونقص التمويل وطرق تدخل المانحين والإرهاق المتواصل، كان لها تأثير كبير على استدامة هذه المنظمات وهيكليتها، وعلى قدرات التخطيط والتنفيذ فيها. وقد أظهرت النتائج على وجه الخصوص أن المنظمات السورية بحاجة ماسة إلى المساحات والموارد لتعزيز قيمها النسوية، ولاسيما من خلال التمويل المرن والدعم التقني المخصص.

بعد النجاح الذي حققه مشروع “حراك نسوي من أجل التغيير في سوريا” الرائد في العام الماضي، حيث مكن الدعم المادي والتقني والتنسيقي المقدم من خلاله المنظمات الشريكة من تعزيز أجندتها النسوية النسوية، وتحسين قدراتها التقنية وزيادة نسبة التشبيك والتواصل مع منظمات أخرى، كما تعزز شعور المنظمات بالتمكن والأهمية والقدرة على الاستمرار والصمود.

تسعى الرابطة للاستمرار بدعم منظمات المجتمع المدني السوري لتعزيز اجندتها النسوية، وبناء هياكل مستدامة وفعالة وتعزيز العمل نحو النمو الجمعي في عام ٢٠١٩ من خلال تمديد مشروع “حراك نسوي من أجل التغيير في سوريا” عبر تقديم مزيج من التمويل المرن الأساسي[3] والدعم التقني المخصص وفرص للتشبيك والتواصل للمنظمات السورية التي تتبنى قيماً نسويةً.

وصف المنحة

تستدعي تغطية التكاليف الأساسية للمؤسسات جهوداً جمةً ووقتاً كبيراً ويستهلك ذلك الكثير من الطاقات التي كان من الأولى توجيهها للنضال من أجل التغيير. تهدف منحة “حراك نسوي من أجل التغيير في سوريا” إلى رفع بعض من هذه الأعباء عن عاتق القيادات النسوية والناشطين/ات، آملين بذلك إتاحة الوقت والمساحة والموارد اللازمة للتفكير والتحليل والفعل بطريقة استراتيجية. فمن خلال تلقي تمويل مماثل في الماضي، تمكنت منظمات نسوية سورية من تجريب أفكار ومبادرات جديدة تدعم استراتيجياً التقدم نحو تحقيق رؤاها واستدامتها.

  • المنحة الأساسية

تقدم رابطة النساء الدولية للسلام والحرية منحاً أساسيةً تصل إلى 30,000 فرنك سويسري للمنظمات السورية المسجلة والتي تملك حساب مصرفي باسمها لتعزيز قيمها واجنداتها النسوية.

التمويل المطلوب:

  • قد يصل المبلغ إلى 30,000 فرنك سويسري يغطي الفترة: 1 حزيران 2019 إلى 31 آذار 2020
  • لا يتجاوز المبلغ المطلوب 15 بالمئة من الميزانية المؤمنة لعام 2019.
  • يأخذ شكل تمويل أساسي مرن يلبي احتياجات المنظمات ولا يرتبط بمشاريع أو أنشطة محددة. ولا تغطي هذه المنحة تمويل المشاريع، وهي تهتم أساساً باحتياجات تنمية قدرات المنظمات النسوية السورية.
  • المنحة الصغيرة

يمكن للمنظمات غير المسجلة و/أو التي لا تملك حساب مصرفي أن تقدم طلب لتمويلاً يصل إلى 5000 فرنك سويسري.

التمويل المطلوب:

  • قد يصل المبلغ إلى 5000 فرنك سويسري للفترة: 1 حزيران 2019 إلى 31 آذار 2020
  • يمكن استخدامه لتغطية التكاليف الأساسية أو تكاليف تنفيذ مشروع محدد.
  • هذه الفئة معفاة من شرط ألا تزيد المنحة عن 15 بالمئة من الميزانية المؤمنة.

 

معايير الأهلية (تنطبق على كلا المنحتين)

على المنظمة الطالبة للمنحة تحقيق الشروط التالية:

  • يديرها سوريون/ات، وتعمل من أجل السوريين/ات، وتلتزم بتعزيز القيم والأجندات النسوية.
  • تثبت كيف تعمل لتنال النساء الحقوق السياسية والاقتصادية والاجتماعية والثقافية الكاملة على قدم المساواة مع الرجال.
  • تمتلك الوسائل اللازمة لاستلام الأموال بأمان ودون المخاطرة بتعرض الموظفين/ات أو أشخاص آخرين لأذى غير مبرر.
  • يمكن أن تكون موجودة داخل سوريا أو في الخارج.

طريقة تقديم الطلبات

يرجى إرسال مقترح لا يزيد عن 10 صفحات، باستخدام النموذج المرفق، إلى syria.grants@wilpf.org مع كتابة “حراك نسوي من أجل التغيير في سوريا” في خانة الموضوع. كما ينبغي إرفاق موازنة المنظمة لعام 2019 بالفرنك السويسري.

يجب أن يتضمن المقترح السبل التي تستطيع رابطة النساء الدولية للسلام والحرية من خلالها أن تدعم القيم النسوية للمؤسسة على أفضل وجه، عبر مزيج من الدعم المالي والفني. ونحن مهتمات أيضاً بمعرفة أهم الصعوبات التي تواجهها منظمتكم في تأمين التمويل وهل يقدم التمويل الأساسي حلاً لهذه الصعوبات. وبالإضافة إلى ذلك، نحن حريصات على سماع كيف تغلبتم/ن على صعوبات استلام الأموال من الخارج، ونود رؤية أمثلة في المقترح عن سبل مبتكرة تعامل منظمتكم مع هذا التحدي، مع وصف لمزايا ومساوئ الطرق المختلفة التي قمتم/ن بتجريبها.

[1] تعرف الرابطة السلام النسوي بأنه “عالم خال من العنف والنزاع المسلح حيث المساواة والعدالة للجميع، ويتحقق عبر معالجة الأسباب الأساسية للعنف بمنظور نسوي وحشد جهود العمل اللاعنفي”.

Melissa Torres

VICE-PRESIDENT

Prior to being elected Vice-President, Melissa Torres was the WILPF US International Board Member from 2015 to 2018. Melissa joined WILPF in 2011 when she was selected as a Delegate to the Commission on the Status of Women as part of the WILPF US’ Practicum in Advocacy Programme at the United Nations, which she later led. She holds a PhD in Social Work and is a professor and Global Health Scholar at Baylor College of Medicine and research lead at BCM Anti-Human Trafficking Program. Of Mexican descent and a native of the US/Mexico border, Melissa is mostly concerned with the protection of displaced Latinxs in the Americas. Her work includes training, research, and service provision with the American Red Cross, the National Human Trafficking Training and Technical Assistance Centre, and refugee resettlement programs in the U.S. Some of her goals as Vice-President are to highlight intersectionality and increase diversity by fostering inclusive spaces for mentorship and leadership. She also contributes to WILPF’s emerging work on the topic of displacement and migration.

Jamila Afghani

VICE-PRESIDENT

Jamila Afghani is the President of WILPF Afghanistan which she started in 2015. She is also an active member and founder of several organisations including the Noor Educational and Capacity Development Organisation (NECDO). Elected in 2018 as South Asia Regional Representative to WILPF’s International Board, WILPF benefits from Jamila’s work experience in education, migration, gender, including gender-based violence and democratic governance in post-conflict and transitional countries.

Sylvie Jacqueline Ndongmo

PRESIDENT

Sylvie Jacqueline NDONGMO is a human rights and peace leader with over 27 years experience including ten within WILPF. She has a multi-disciplinary background with a track record of multiple socio-economic development projects implemented to improve policies, practices and peace-oriented actions. Sylvie is the founder of WILPF Cameroon and was the Section’s president until 2022. She co-coordinated the African Working Group before her election as Africa Representative to WILPF’s International Board in 2018. A teacher by profession and an African Union Trainer in peace support operations, Sylvie has extensive experience advocating for the political and social rights of women in Africa and worldwide.

WILPF Afghanistan

In response to the takeover of Afghanistan by the Taliban and its targeted attacks on civil society members, WILPF Afghanistan issued several statements calling on the international community to stand in solidarity with Afghan people and ensure that their rights be upheld, including access to aid. The Section also published 100 Untold Stories of War and Peace, a compilation of true stories that highlight the effects of war and militarisation on the region.

Demilitarisation

WILPF uses feminist analysis to argue that militarisation is a counter-productive and ill-conceived response to establishing security in the world. The more society becomes militarised, the more violence and injustice are likely to grow locally and worldwide.

Sixteen states are believed to have supplied weapons to Afghanistan from 2001 to 2020 with the US supplying 74 % of weapons, followed by Russia. Much of this equipment was left behind by the US military and is being used to inflate Taliban’s arsenal. WILPF is calling for better oversight on arms movement, for compensating affected Afghan people and for an end to all militarised systems.

Militarised masculinity

Mobilising men and boys around feminist peace has been one way of deconstructing and redefining masculinities. WILPF shares a feminist analysis on the links between militarism, masculinities, peace and security. We explore opportunities for strengthening activists’ action to build equal partnerships among women and men for gender equality.

WILPF has been working on challenging the prevailing notion of masculinity based on men’s physical and social superiority to, and dominance of, women in Afghanistan. It recognizes that these notions are not representative of all Afghan men, contrary to the publicly prevailing notion.

Feminist peace​

In WILPF’s view, any process towards establishing peace that has not been partly designed by women remains deficient. Beyond bringing perspectives that encapsulate the views of half of the society and unlike the men only designed processes, women’s true and meaningful participation allows the situation to improve.

In Afghanistan, WILPF has been demanding that women occupy the front seats at the negotiating tables. The experience of the past 20 has shown that women’s presence produces more sustainable solutions when they are empowered and enabled to play a role.
