In response to your email, all of these points are consistent with WILPF
positions, most of them long standing.  I would think it could be discussed
at the Congress and I coudl see that it is brought forth inthe Peace and
Security Working Group, but I also think this is the kind of statement that
U.S. WILPF, at least, could readily sign on to with the consent of Mary Day
and one or both of our Presidents.  Kate should be able to help you with
this as a WCUSP Campaign action item.  We do this several times a year in
the DISARM committee and the procedure is fairly simple.
