International policy is shaped and concerns regarding it are handled by staff
in Washington. However, you should be able to talk by phone, write a letter
or meet with your member or staff locally and mention your issues in the course
of the meeting. You can use a phone call when you are referred to DC to ask
them who it is you should talk to in the DC office and then contact that person
with a reference to the staff person's recommendation and see what the
response it. I would also send a letter to the editor to my local newspaper and call
a local listener call in show to describe the experience -- a staff person
who was not interested in the concerns of a constituent. Does that mean you have
to go to Washington to convey your concerns to your representative? Try to
get your representative on record about this -- arrange a local town hall
meeting when he or she is in town or go to a scheduled public event and pose the
question about your effort to convey a message and the staff''s inability to
carry it to the member.
